With Senate bipartisan talks on climate change in flux, it may seem like Congress won’t be able to get an environment bill done before midterm elections. But there are other ways lawmakers could go.

Last week, Sen. Lindsey Graham (R-S.C.) threatened to walk away from a bipartisan climate bill he negotiated with colleagues Sens. John Kerry (D-Mass.) and Joseph Lieberman (I-Conn.) days before it was to be unveiled.

It looks like Reid is waffling again.  Maybe Graham has gotten the message though.
